Microsoft must disclose its contracts with the state

that occurs when you learn that the Ministry of Education has just assign Microsoft a contract of 1.32 million without competitive bidding. (The Ministry of Education will pay $ 733 per license (1800 users) for the use of Microsoft Office 2007.)

Not to sound stupid, but given that the list price for Office 2007 Ultimate (everything plus the kitchen sink) is $679.95 on microsoft.com, why in the world would an 1800 seat installation pay more than that per user? Even if it includes a maintenance/upgrades plan or something, it doesn't begin to sound like anybody actually negotiated this.

Very silly indeed. In Holland we can buy stuff at educational prices if one of your house hold is in education (evenif that is primary school). So I get the pricelist. The educational license costs 40 euro for Office 2007 Enterprise, 28 euro for Office 2007 Professional. 40 * 1800 = 72000. Wow. That must be one hell of a smoke that Microsoft offered the French...
